Проблема

При установке VDA появляется окошко: You must restart the machine before continuing Click OK to restart now.

В реестре нужно удалить все записи PendingFileRenameOperations из ветки HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager
